Biggs for Arizona Releases Ethics and Transparency Platform

Proposals include commitments to reducing corruption, protecting taxpayer dollars, and stopping foreign influence

GILBERT, AZ— The Biggs for Arizona campaign released its Ethics and Transparency Platform, a series of policy commitments to push back against corruption, protect taxpayer dollars, and stop foreign influences from impacting our state’s elections.

The proposals are in direct response to the chaotic and wasteful administration of Katie Hobbs, who remains under criminal investigation for an alleged pay-to-play scheme involving a six-figure political donor receiving a $4 million taxpayer-funded pay raise.

Hobbs was also recently criticized for refusing to answer a constituent’s inquiry about who paid for a trip to Mexico City, which the public later found out was funded by lobbyists.

No matter what political party you belong to, every Arizonan can agree that we need more transparency when it comes to how elected officials are influenced,” said Andy Biggs, who previously served as Arizona State Senate President. “Katie Hobbs has shown throughout her term she’s willing to hide donations and veto bills that would shine a light on the contractors and corporations trying to influence her administration. Arizonans deserve better than a Governor under investigation for an alleged pay-to-play scheme. My Ethics and Transparency Platform is a good first step towards reducing corruption, protecting taxpayer dollars, and stopping the influence of foreign entities in our elections.

“Not only is Katie Hobbs under criminal investigation, she’s done everything in her power to avoid transparency and keep Arizonans in the dark on who is influencing her decisions,” said State Senator Mark Finchem. “Arizonans should know who is making donations to our elected officials and they should be confident that foreign interests are not influencing our elections. Andy Biggs is stepping up with much needed changes to protect Arizona taxpayers and elections from corruption. I look forward to working with him to implement these ideas in 2027.”

The platform’s commitments, which can be found in PDF format HERE, include:

  • No Inauguration Day Fund: Katie Hobbs set up a shadowy slush fund that raised far more money than was needed for the Inauguration, raising questions about what donors expected to received from her. Andy Biggs has committed to foregoing an Inauguration Fund to promote more transparency and build trust with Arizonans.
  • Sign Legislation to Improve State Vendor Transparency: After Katie Hobbs received six-figures in political donations from group home provider Sunshine Residential and gave them a $4M taxpayer-funded pay increase, she vetoed SB1612 which would have shined a light on state vendors who make political contributions. Andy Biggs is committed to working with the bill’s sponsor, Senator T.J. Shope, to sign similar legislation in 2027.
  • State Protocol Fund Disclosure: When Katie Hobbs used lobbyist dollars funneled through the State Protocol Fund to pay for a trip to Mexico City, it became clear that reforms to the Fund needed to be made. Andy Biggs is committed to disclosing the use and the amount of State Protocol Funds to the public and State Legislature 48 hours before any expenditure is made and will disclose within 72 hours any contribution that is made to the State Protocol Fund.
  • Stop Foreign Contributions from Influencing Arizona Elections: While Katie Hobbs continues to use a fundraising platform that has failed to put in safeguards against foreign contributions, Andy Biggs is committed to working with Senator Mark Finchem to pass SCR1005 and put a referendum in front of voters to formally ban foreign contributions from influencing Arizona’s elections.
  • Initiative Signature Collector TransparencyKatie Hobbs vetoed HB4115, which would have required paid, out-of-state signature collectors to disclose to Arizonans that they do not reside in the state. Andy Biggs would sign this bill, supported by the Arizona Chamber of Commerce, to clamp down on powerful, out-of-state interests influencing our electoral process.
